Base Flood Elevation is the most consequential number on a flood map that almost no homeowner can explain. It is the height floodwater is expected to reach in the 1%-annual-chance flood, and how your home’s lowest floor sits relative to it drives both your physical risk and, under modern rating, thousands of dollars in premium. Here is how to read it.
What BFE is, precisely
The Base Flood Elevation (BFE) is the elevation, in feet above a vertical datum, typically NAVD 88, that floodwater is modeled to reach during the base flood (the 1% annual chance event). It is not a depth of water on your lot; it is an absolute elevation, like a line drawn around the landscape at a fixed height above sea level.
BFEs are published for detailed-study zones, AE, AH, VE, but not for approximate Zone A, where the risk is mapped but the flood height was never computed.
The calculation that actually matters: freeboard
The BFE only becomes meaningful when you compare it to your home’s lowest floor elevation. That difference has a name, freeboard:
Freeboard = Lowest floor elevation − Base Flood Elevation
Positive freeboard means the floor sits above the modeled flood, good. Negative means it sits below it. Water is expected to enter in the base flood.
A few numbers make the stakes concrete. Every foot of elevation matters enormously to both risk and price:

How your true floor height gets measured
The authoritative document is an Elevation Certificate, prepared by a licensed surveyor, which records the lowest floor to the inch. In an SFHA it is the single most valuable piece of paper you can obtain: a certificate showing positive freeboard can move a policy from one of the most expensive tiers to one of the cheapest.
You can get a first approximation for free, before ordering a survey. Our report reads the property’s ground elevation from the USGS 3DEP national elevation dataset and compares it against the published Base Flood Elevation at that location, giving you an approximate elevation-versus-BFE gap. It is not a substitute for an Elevation Certificate (which measures the built floor, not the ground), but it tells you immediately whether you’re likely comfortably above the flood line or dangerously close to it, which is exactly the question that decides whether ordering the survey is worth it.
Common ways BFE trips people up
- Zone A has no BFE. If you need one there, it must be estimated by an engineer, the map won’t give it to you.
- Ground elevation is not floor elevation. A slab home sits near grade; a raised or basement home can be several feet off it. Only a survey pins the actual lowest floor.
- Datums matter. Older certificates may reference NGVD 29 rather than NAVD 88; comparing across datums without converting introduces a foot or more of error.
- BFEs change. A map revision can move the BFE up, quietly turning yesterday’s positive freeboard into a deficit.
